José L. Zayas-Castro, PhD, is a Professor of Industrial and Management Systems Engineering in the College of Engineering at the University of South Florida. His research interests include health care systems, including modeling, analysis, data analysis, economic analysis, and process improvement. In addition he works at the intersection of engineering entrepreneurship and innovation, the integration of research and engineering education, and diversity and inclusion. Through his career he has taught courses in the areas of statistical data analysis, information systems, cost and economic analysis, project-based/capstone. He has supervised multiple graduate and undergraduate students. His work has been funded by federal and state agencies, and private industry.

Current Research

Improving primary care access to older adults in need of preventive and patient-centered care

Primary care is having a more significant role in the United States healthcare system given the fast growing in chronic patients. However, delivering primary care in a timely manner is becoming more difficult because of the increment in elderly people and the shortage of primary care physicians. The research objective is to improve the access to the older adultss that more benefit from preventive and patient-centered primary care. To achieve this goal, we will develop a set of multi-objective and stochastic optimization formulations, as well as, novel methodologies to identify the older adults that are at the highest risk of worsening their current conditions. This research will provide numerical evidence for policy and decision making in healthcare to improve the access to the older adults that are in need of preventive and patient-centered primary care. Moreover, focusing on those elderly people will reduce the morbidity and mortality, the emergency department visits, the hospitalizations, and thus, the total healthcare costs.

Reduce cost growth of care under Accountable Care Organization payment reform

Accountable Care Organizations (ACOs) represents a major healthcare reform in the fragmented and misaligned state of the U.S. healthcare system where providers will be incentivized to improve value by reducing costs while either maintaining or improving the quality of care. However, Most of the ACOs are struggling to perform well because of the inefficient use of healthcare resources and the lack of proper combination of reimbursement schemes. The objective of the research to reduce the cost growth without diminishing the overall quality or outcome of care under the ACO payment reform. To achieve this objective, we will first develop a machine learning based algorithm to predict patient’s resource usage and a DEA based multi objective optimization model for efficient allocation of resources. Furthermore, we will also build a novel game theory-based coordination of benefit (COB) model to reduce adverse event as well as to achieve strategic alignment among ACO partners. Together these efforts will not only address key unsolved issues of payment and delivery reform integration but also reduce the total healthcare cost and improve the overall well-being of the patients.
